I have the honour to acknowledge your letter of the 22nd. instant and 2 enclosures relating to the status of

Messrs. Kahl & Co. of Canton.

I have the honour to state that on August 10th. I forwarded to His Majesty's Minister at Peking copy of a letter from the British Chamber of Commerce at Canton calling

attention to the position of the firm of A. J. Kahi which, the

Chamber stated, appeared to have been established to carry on

business formerly done by the German firm of Sienasen & Co. at this

port. At the same time I informed His Majesty's Minister that A. J.

Kahl employed the same staff and had their offices in the same

buildings as the German firm. The foreign staff is composed of

Germans and the manager of Siamasen & Co., Ernst Lund, is Attorney

for A. J. Kahl. The name of the latter is quite unknown to the

native dealers and the sole local indication that A. J. Kahl has

a business here is his signboard attached to the premises of

Messrs. Siemssen & Co.

I enclose copy of a telegram dated June 30th.

last sent by the State Department at Washington to the United

States Consul-General at Canton. It would appear significant that

the establishment of A. Kahl as an American firm at Canton should

first have been considered necessary five days after the issue

of the recent King's Proclamation which changed the status of

German merchants in China from neutrals to enemies. Without an

examination of Messre. Siemssen & Co.'s books it is not possible

shipping to know what were Mr. Kahl's "purchasing and financing in Canton"

to which reference is made in the above telegram and for which

Ernst Lund, the manager of Siemssen & Co., was appointed attorney.

I am inclined to believe, however, that Mr. Kahl had no such

interests and had with hitherto acted in the capacity of broker or

agent
